Overcrowding Emergency

SEPTEMBER 29, 2008

Despite pleas going out to area judges in an effort to avoid overcrowding, jail doors at the Corrections Center of Northwest Ohio were closed for a second weekend in a row to the City of Toledo.

CCNO’s population peaked to 606 or 95 percent on Saturday and jail doors were closed to the City of Toledo as its count stood at 275 or 113 percent.

As of today, the population was reduced slightly to 593 or 93 percent but doors still remained closed to the City of Toledo with its count at 267.5 or 110 percent.  Other jurisdictional counts stood at 57 or 92 percent for Defiance County; 33 or 67 percent for Fulton County; 29.5 or 82 percent for Henry County; 169 or 86 percent for Lucas County; and 37 or 74 percent for Williams County.

Jail doors were also closed last weekend to the City of Toledo and remained closed for four days.

The overcrowding emergency was declared by Executive Director Jim Dennis.  It is the 14th overcrowding emergency to be declared in 2008.  There were 23 such emergencies declared in 2007 and 13 in 2006.

CCNO policy allows the executive director to place the facility in an emergency status when the inmate population reaches 95 percent or 606.  In addition, those jurisdictions with inmate populations above 90 percent are asked to consider granting early releases for eligible inmates.
