Overcrowding Emergency

AUGUST 4, 2008

For the third weekend in a row, jail doors at the Corrections Center of Northwest Ohio were closed to the City of Toledo due to overcrowding.

Jail doors were closed on Saturday to the City of Toledo when its population peaked to 278.5 or 114 percent.  Sunday’s count stood at 273.5 or 112 percent.  As of today, Toledo’s count stood at 269 or 110 percent.

CCNO will not accept offenders form the City of Toledo until it reduces its bed allocation numbers or the overall population drops to 90 percent or 574.  As of this morning, the overall count stood at 615 or 96 percent.

Other jurisdictional counts stood at 55.3 or 89 percent for Defiance County; 37.5 or 77 percent for Fulton County; 29.3 or 81 percent for Henry County; 179 or 91 percent for Lucas County; and 44.8 or 90 percent for Williams County.

It is the tenth overcrowding emergency to be declared in 2008.  There were 23 such emergencies declared in 2007 and 13 in 2006.

CCNO policy allows the executive director to place the facility in an emergency status when the inmate population reaches 95 percent or 606.  In addition, those jurisdictions with inmate populations above 90 percent are asked to consider granting early releases for eligible inmates.
