Overcrowding Emergency Cancellation

Jail doors at the Corrections Center of Northwest Ohio were open Monday evening, June 30, as population numbers dropped briefly to 572 or 89 percent.

Doors had been closed Saturday, June 26, to the City of Toledo and Henry County as both jurisdictions exceeded their bed numbers.  Counts on Monday stood at 33 or 92 percent for Henry County and 261 or 107 percent for the City of Toledo.  Overall the population climbed to 613 or 96 percent.

As of Tuesday morning, the population stood at 63.5 or 102 percent for Defiance County; 38.5 or 78 percent for Fulton County; 32 or 88 percent for Henry County; 166 or 84 percent for Lucas County; 249 or 102 percent for the City of Toledo; and, 39.5 or 79 percent for Williams County.

The population temporarily dropped when the evening bus headed to Toledo.  The doors were opened and the population once again increased.  Today the overall population is at 92 percent with Defiance County and the City of Toledo over their bed allotment.  CCNO currently has two empty beds for females and three empty beds in general population for males.  Executive Director Jim Dennis states "we need more cells.  This is the sixth overcrowding emergency and Judges are running out of options."

This is the sixth overcrowding emergency to be declared in 2008; it was erroneously reported yesterday as the fifth.  There were 23 such emergencies declared in 2007 and 13 in 2006.

CCNO policy allows the Executive Director to place the facility in an emergency status when the inmate population reaches 95 percent or 606.  In addition, those jurisdictions with inmate populations above 90 percent are asked to consider granting early releases for eligible inmates.
